01. Duplicate your Base and set it to Softlight.
02. Make a new layer And fill it with #0E09D1. Set it to Exclusion, Opacity 20%.
03. Make another layer And fill it with #002D48. Set it to Softlight , Opacity 37%.
04. Flatten your image and your done.
