mkay, i get it all except step 15. when i try to the pattern overlay, it won't let me. help?

I need help with the whole adding the pattern step on step 14.
how do you get the polka dot pattern?!? if yo could please help me thatd be great. i love this style and ive gotten up to step 14 with it!
