I decided to put pictures up to help out a bit. If you still dont understand, please PM me =)
Here is the picture I'll be using:
So the first thing you want to do to mask the subjects hair out that you wish to color. Easiest way to do this is by pressing q and selecting the correct size brush for the size of the area that you are coloring.
You should have the brush tool selected. After masking the hair it should look like the above picture.
After masking the hair, press q again. Your area should now be selected. Now go to Select > Inverse.
Next, create a new layer and fill the selected area that you want to color with the new color you want.
After picking the color you want, right click on the hair layer and click blending options. You should set the blend mode to soft light.
If you see that you went over the hairline, select the eraser and clean it up a bit. And you're done!

this was so freakin cool!! at first i didnt do the blending option i was thinking mang i messed it up and afterwards i was amaze thank you so much for teaching me this appreciate this so much MUAHZ thank you ^-^
