This tutorial will teach you how to colorize a picture. This will work with PSP7 and up. I will be using PSP 7.
First, open a picture. I will be using this:
Next, go to Colors>Adjust>Hue/Saturation/Lightness, or just hit Shift+H.
Now, mess around with the hue, saturation, and lightness tabs and make sure that the colorize button is checked.
And ta da, a colorized image!
Now you can add effects and new layers to make it look nicer.

the one where it looks like theres a screen over the pic????
