Adding Banner Underneath Navigation (comments)

leaves a space but picture doesn't show up. i have IE7 - is that why?

how do you get the links UNDER the main banner? when i do the code, the links are always above it right under the navigation

Thanks decaydancefbr but when it was fixed in Firefox it was still jacked up in IE.
