in photoshop make a new layer with a darker shade of blue but not too dark.
2. take that dark blue color and fill in the layer 3. the layer you just made should be above the image 4. use a overlay and decrese the opacity. |

In addition to the above, you could also mess with the saturation levels of the image and also you could fill in a new layer with a dark-ish orange and set it to Linear Burn.
