No its not for myspace. You're looking at the wrong layout section. Its for actual websites.

It depends on your host. IF you are hosted on someone's personal domain you make it with Notepad or a program you may have. Then upload it via FTP or whatever you use. If you're on freewebs or a free server of the sort the site can tell you how. (Tutorials, faqs, etc just read them)
