*THE FOURTH BACKGROUND LAYER WAS AN ACCIDENT. Do NOT worry. It doesn't affect the tutorial at all.

*This tutorial best used on color pictures.

*I suggest you save my orginal picture and follow along.

1. Duplicate your background layer. Now, go to Filter/Blur/Radial, with 58 as the Amount. The opacity should be 43% and Screen.

2. Duplicate your base layer (ctrl+j), and set it to Soft Light.

3. Create three Fill layers. One with #ff0000, #0107fb, and #e6d123. Do it in THAT order!

4. On the first fill layer (red), set the opacity to 11%.
On the second (blue), set it the Opacity to 30%.
On the third (yellow), set the Opacity to 16%.

Make sure your setting match mine, layer order and all, and you're done!
