Tutorial
Click on thumbnailed images to enlarge
Make a new document (about 400 x 400).
Click the 'Brush' tool
Choose this brush (it should be a default brush on Photoshop)
Use any color and just go crazy with it (not too crazy x])
Then go to Filter > Distort > Twirl
Make the angle 500 or higher (whatever looks best), I chose 700
Then, go to Filter > Artistic > Plastic Wrap
Make the settings like this (if you haven't used the plastic wrap filter yet, you can just leave it at default)
And Voila!
Okay..not all that great, but it looks cool, right? =]
I made this tutorial completely by myself, please give me credit if you use it on an image and do not redistribute the tutorial. Thanks. :smile:

lol i have dun this before but with the lens flare right in the middle the one with the 2 blue lines in it and go to liquify before filter gallery and du the twirl effect and add sum nice effects to it it looks almost the same
