Okay, you might have seen xquizits wonderful PS tut. for PS:Torn Border, This is the same concept only for PSP 9.
1) Open your image or Copy and Paste an image. [I am going to use a picture of me]
2) Select the lasso tool
3) Cut out where you want your border [Go crazy if you wish]
4) Create new vector - Layers>New Vector Layer. So in your layer section on the right it should look like this:
5) Change your vector layer to a rastor layer [Right click where it says Vector 1]
6) Go to Image>Crop to selection
7) Your Done!!! [In mine a added a border with a 1 x 1 square brush and added text]
