I've seen pictures with textures from PS and PSP. Here's how you do it in GIMP.
1) Open the picture you'll be using. I'm using the following.
And this texture from www.twistedreality.broken-beautiful.net
2) Make sure your layer tab is on.
3) Go to GIMP and click FILE>>acquire>>PASTEasNEW
4) Then, ctrl+A>>CRTL+C and click on the window with your image(NOT TEXTURE) And ctrl+V.
5) You should have something like this.
6) Now, click on the floating thingy and press the drop menu, pick, OVERLAY.
So I've turn this:
Into this:
