ok, im gonna be using one of my favorite pete wentz pictures.
1.)ok first of all, open up a pic that you wanna use, then go of to layers, and right click on the background pic, then click on duplicate. duplicate the background 2 times.
2.)now what you want to do is click on the second layer so it is highlighted, then go to effects>distortion effects>wind. make sure wind is on 100%.
3.)now click on the third layer so it is highlighted, go to adjust>blur>guassian blur, and adjust the radius to 15.00.
4.)ok, the thrid layer should still be highlighted, right click on it, go to properties, change the blend mode to overlay, opacity should be on 100%(you can lower it if you like).
5.)ok, now click on the second layer so it is highlighted and do the same thing as in step 4. you right click on the layer, go to properties, and change the blend mode to overlay, and opacity to 100%(you can lower it if you like).
this is how mine came out:
and if you want you can add stuff to it to make it look even more better, like this:
