We will be turning this.
Into this.
1.)Take your image and sharpen it once or twice.
2.)Now make a new Raster Layer [Layers>New Raster Layer] and fill it with the color #f5cfa7
Then go to Layers>Properties and set the layer to Multply 100%.
3.)Next, make another new Raster Layer [Layers>New Raster Layer] And fill it with #0b0b4f
. Next go to Layers>Properties and set this layer to Exclusion.
4.)TADA. done. Pretty simple huh? Now you can add some text or brush! Here is my final result.

i have photoshop cs. for some reason the raster layer isn't an option. i looked under layers. did i do something wrong, or is it labeled differently?
