Okay ill be using Photoshop 7.0, people with other versions might have different settings.
Note!: My iages have broken for previews, so you MUST know where the things are to work with this, sorry for the inconvinience***
First off you can start with your image/icon.Ill be using and icon of Gerard Way I made.
And ill be using an icon texture from killinginthename.com
Which will be this one:

Now open up your photoshop with your image.
Next go to your texture>right click>copy
Then after go back to your photoshop and go to edit>paste.
Now you will see your texture completely covering your image and in a new layer.
Now click on the layer with your texture on it, click the drop down box where it says "Normal" and go to "Screen"
Now your texture should be transparent a little, here is how mine looks so far
Now if it isnt transparent enough click on the layr with your texture again and decrease the opacity until its right where you want it.
Now you can go to layers>flatten image so yourlayers can merge together.
Now your texture is added to your image!
