Ok, so this is a cool way of making neon text, and it actually works 100%! I been looking for neon effects for Photoshop CS3 for a while now, and this is one of the best and the most simple I found online.
So, when you download this link, open the .ZIP file, open your Photoshop CS3 [Might work for earlier versions, you can try on CS2.] Ok, so then drag the layer into photoshop and you'll see something like this:
So, after that, select the text tool, and type in whatever you like. And you can of course edit the layer to any color/brightness level/Font you would like.
