I'm surprised nobody had a topic on this yet. ;D
Okay, take out a picture. I, for some reason, like using anime pictures for the pixelated effect. ;P
i'll be using that. ^
Then you duplicate the layer with the image. (Right click on the layer>>duplicate layer)
On the duplicated layer, go to filer>>pixelate>>moasic. Make the points around 15-25 I guess. I chose 20.
Now, you can either change the layer style to overlay or lower the opacity,
depending on what you think looks better on your image. And you're done!
Just play around, use other tutorials, do whatever you want, and viola.
