Let's start out with this photo of Jessica Alba:

Save it to your hard drive and open it in photoshop or, you know, just copy the image and paste it into a new PS document.
Go to Filter > Sharpen > Sharpen to sharpen the image a bit.
Duplicate that layer and in the layers box, set the blending option to "Overlay" and the Opacity to 50%. Just to show you:

Now, make a new layer and fill it with a blue color. I'll be using #6cc8c5. In your layers box, set that layer's blending option to "Overlay" and the opacity to 60%.
Make a new layer and fill it with this gradient:

Set this layer's blending option to "Lighten."
Make a new layer and fill it with a yellow color. I'll be using #FFF799. Set this layer's blending option to "Color Burn" and the opacity to 40%.
With all of that done, your image should look something like this:

If you like this, you can stop here, but I think it's a little dark. I'm going to do the following:
Merge all the layers. Duplicate this newly merged layer and set the blending option to "Screen" and the opacity to 20%.
And this is the final product:

And just to compare PSP version and the PS version side by side:


Mine is the one on the bottom. I think they look pretty similar.
