1. Use my Image if u want or open yr own image
2. Then go to EFFECTS>GEOMETRIC EFFECTS>PIXELATE or if u use PSP 9 go to EFFECTS>DISOTRATION EFFECTS>PIXELATE
3. Make sure u set the Block Width to 25 and Block Height to 25 and make sure the box SYMMETRIC is check then press OK
4. Now Press CTRL + C
5. Then press CTRL + Z
6. Then press CTRL + L
7. Go to your layer window. If you don't have it displayed, VIEW>TOOL BAR> LAYER or if u use PSP 9 go to VIEW>PALLETES>LAYER
8. your layer window like mine (you can do whatever you want actually, but this is what I thought looked best). Play with the modes, see what looks best for you...I like Hard Light for this one though. Dodge looks nifty too:
