If you ever wanted a picture with pixeled sections and shnazzy color orbs then follow these simple steps.
For example something similar to this orthis
1. Open the picture you would like to apply the effect to. Your screen should look like this.
2. Next you should edit the picture to make it a little better. This isn't necessary you can just do it for your pleasure I guess. I adjusted the brightness/contrast and Color Balance, and just experimented. You can do what you like
3. Next click the Spray can tool under that options should show up. Match the setting that I have hereifyou cant see, move the Pressure ALL THE WAY to the right and Dispersion ALL THE WAY to the left. Set your radius to 100. You can change the radius, it just depends on how big you want your orb.
4. Pick the color you want your orb in the color selection box.
5. This step is easy, just press in the picture where you want them, you can change the color and size as you go, it should look something like this.
6. Here it gets pretty tricky for some people. You want to click the arrow in the tool box and click the square on the options that came up. Make a selection around ONE orb and don't cover ALL OF THE GLOW. It should look something likethis.
7. Next with the orb STILL selected go to Filter>Stylize>Mosaic. A window will popup. Change the cell size from 25-30 and UNCHECK contour. you can do a lower cell size if you would like. Then go to Edit>Fade Mosaic. and set it to 35-42 opacity. Then press Ctrl+d to unselect it. Continue this until you have pixelated all of the blobs.
8. I put random pixelated parts in the picture as well, but overall this is what the result should be. FINISHED RESULT

k i found how to do it but you dont even need to use the spray can ?

No all you need is PHOTOFILTRE..
but my opinion.. I hate pixelated orbs.
