Step 1: Open your picture you can use this one.
step 2: Duplicate Layer (Ctrl+j)
blending mode to Screen opacity 63% you can make it lower if the pic looks to bright or higher if the pic still looks a bit dark.
step 3: go to Layer > Flatten Image
step 4: go to Layer > New Adjustment layer > Selective Color

Make Sure that you have the METHOD to RELATIVE

step 4: go to layer > flatten image
step 5: duplicate layer (Ctrl+j)
step 6:Go to Layer > New Adjustment layer > Channel Mixer
Red
Red:112
Green: -12
Blue:-2
Green
Red:-8
Green: 108
Blue:6
Blue
Red:0
Green: 4
Blue:100
make sure that the MONOCHROME box is NOT with the check mark next to it.

Step 7: set the blending mode to pin light. the go to Layer > Flatten Image[b/]
Now if you don't want to do this next step just duplicate the pic (Ctrl+j) and set the blending mode to Overlay and if the pic it to bright you can lower it.
step 8: make a new layer (Shft+Crtl+N) or got to [b] Layer > New > Layer
click on the pain bucket tool fill with color: #41659F
set the blending mode to Lighten opacity 21%
you can go higher or lower that that depending on the pic your using.
then flatten image ( Layer > Flatten Image)
duplicate (Ctrl+j) the pic again and set the blending mode to Overlay and if the pic it to bright you can lower it.
