Tile Effect

1) Make a new Document of 500 x 500 Pixels like below:

2) Then make the ForeGround color white and the Background color black like below:



3) Then- make tiles with the stats below (Filter>Stylize>Tiles)



4) Then add Grain- (Filter>Texturize>Grain) make the intensity and Contrast at 100%, then make the type verticle like below:



5) Then add a Neon Glow, (Filter>Artistic>Neon Glow) to make it look like this, make the color green or what color you want and the Glow size 5 and the Glow Brightness 25, you can change theese stats to your prefrence
(step 7 seen below)



6) Then, add a Radial Blur, (Filter- Blur Radial Blur) use the stats seen below:



The image should turn out like below:

I did the same thing but I had blue for my neon color and I put some text:
[size=1](Thumb'd)[/size]
