It makes the image through a white-transparent and the text is totally clear.
Like this:

Okay, first, open up your adobe, of course.
Take an image. I'm going to use this wonderful picture of this simple.. garden-like scene.

You can, too.
Click the "T" (text button thing) and click where you want the text to be at.
Make the fill of the layer to 0%

Right click on the layer, and click "Blending Options."

A window should pop-up.
check 'Outer glow' and click on it. (Not the checked box, the whole thing)
Make sure the settings are like the ones below:

You can change the opacity, so the white could be white or very transparent. Y'know?
Your finished product should look something like this:

And if you want the 3-d look (Like the avatar above) Just check "Bevel and emboss."

it worked but when i did it the transparent part didnt go all the way up to the picture so the whole thing is transparent what should i do? try it again?
nevermind.
i figured it out.
250 is the biggest it can go as far as size. i just have to use a smaller pic.
i did your tutorial exactly as you said & the white part around the text only appears on a section of the picture & not the enture picture. can you help me please? if it's not too much of a problem. :)

yeah, this doesn't work. Explain the tutorial from beginning to end.
