In this tutorial, i'll teach you how to make something like this.
and you dont need radial blur to do this, so i think most versions of psp can do this. i adapted this from a photoshop tutorial...but i cant remember where i got it from, so i'll add the photoshop steps - they're a lot easier.
1. open up paint shop pro, and make it any size, with a black background.
2. set your background color to the gradient black to white, set it on the circle, and click Invert.
3. go to where your rectangle selection tool is, and go down to ellipse. either on your toolbar for psp 9 or your tool options thing for the older versions, choose the circle. make them various sizes, until it looks like this:
see how they look like the photoshop lens flares? use these for lens flares if you plan on adapting a photoshop tutorial to psp.
[color=red]also try using less circles that are bigger. you get a different effect with a different size[/red]
so, obviously if you're using photoshop, use lens flares.
4. go to Effects - Artistic Effects - Chrome and set it on Flaws- 1, and Brightness - 0. for photshop im not sure to be honest. try to make it look like a ring
5. now duplicate the layer about 8 times. you may not need all of them..but its good to have them because that just means the more thats going to be on your final image.
6. on the 2nd layer (1st copy), go to Effects - Distortion Effects - Twirl and use any settings you want. i think for photoshop its Filters- Distortion Effects - Twirl.
7. on the 3rd layer (2nd copy), go to Twirl again and set it on the opposite of the number you used for the first twirl. so if you used 250 then use -250.
8. on the rest of the layers, go to Effects - Distortion Effects - Wave and use any settings you want.
9. set the blending modes of all the layers to Lighten.
10. merge the layers, and go to Adjust - Hue and Saturation - Colorize and colorize it.
more?
rotate one of the original layers (before its been distorted) and set it to lighten. then you get another effect.
take your now finished product, and duplicate the layer. go to Effects - Artistic Effects - Halftone and set it on Line, size 2. and make sure its on grayscale. now set this layer to Overlay and lower the opacity until you get it where you want.
finally, an abstract tutorial for psp7 and 8!

this didn't make much sense to me...I found it unclear
But I liked the outcome that you had.

"Set it on the circle, and click Invert" What's that supposed to mean? Set what on what circle? Be more specific.
