1.open the image. select the eyes with the lasso tool.
2.now press ctrl+j. this will make a copy of your selection.
3.now, go to filter>sharpen>unsharp mask. i usually apply an amount of 55+ with a radius of 25, but i really depends on the MP of the camera you used.
4.select the burn tool. burn the outer edges of the iris(the colored part) and the pupil with a 50% exposure.
5.now, with the doge tool, dodge the white section of the eyes along with the inner rings in the iris...also with a 50% exposure.
