1. Open your image, crop, resize, sharpen, whatever. A common icon size is 100X100
2. Duplicate your bottom layer and set it to soft light.
3. Make a new layer and fill it with #06123e (make sure this is on top), set it to exclusion
4. Layer>Merge Visible
5. Aaaaand you're done.
