First open your image, I used:
Click Layers> Duplicate.
Go to Paint Brush> Pick colour you want (I choose baby blue.)
Fill in your eye colour only.
Then go to Layers> Properties> Change blend mode to: Overlay.
Go to layers> Merge> Merge All.
