Not the animation .. but yeah XD
One. Create a new 100x100 white base. Then a 50x50. Fill the 50x50 background with black [well, actually, choose whatever image you like, just resize it to a smaller size]. Paste it on top of the white base (Select >> Select All. Then copy it).

Two. On the layer palette, right-click on the thumbnail of the black/image layer and choose select layer transparency.

Three. Now, your black/image will be selected. Go to select >> transform selection. And 'expand' the selection border.

Apply the transformation.
Four. Now, create a new layer and go to edit >> stroke. Choose any color you like. The width should be 1 px and the location is outside. Click okay and deselect the selection.
Five. Now, zoom in (if you need to) and take the selection tool and do this :

It was too hard to explain so yeah.
Six. Now go to select >> inverse. Add a layer mask. Now, go to filter >> blur >> gaussian blur. Set the radius to 2.5. Actually, adjust it to your liking. But I recommend 2.5 : )
And now, you're done : ) You should end up with something like this :

For some reason when I inverse select,
it does the opposite. :o It makes the corners
all faded and stuff. >.> I dunno, I'm nub, haha.
