Click on thumbnailed images to enlarge
1. first open up the image or images of your choice
2. now go to file, new and you can set it 200 by 200 or bigger. click here
3.next go to filter, other, radial mask. make sure your colors are black and white
click here
4. you should get something like this
5. next right click, copy
click here
6.go to the image that you want to use and then go to edit, paste special, mask
click here
7.and whola you're done. you can move it your liking. if you set it to white like mine it would look like a glowling light.

note: to change the color before you paste it on your image you can click on the 2 color boxes to the right of your screen and a window should come up with different color choices
