01. First off, find a black-and-white image. Any size is fine; you can do coloured images if you'd like, but it won't turn out as good.
Deviant Art is a good place for images.

02. Open your Photoshop up and paste your image in your canvas.

03. Sharpen it(or if it's already too sharpened, don't do it).

04. Go to your brush list where it lists all the type of brushes you have.

05. Click on the ROUND BRUSH 100.

06. Above your brush picture, change the hardness of your brush to zero but keep everything else the same.

07. Pick a colour for your new brush.
Use colours such as NEON PINK, LIME GREEN, NEON BLUE, or any bright, vibrant colours.

08. Change the Brush Type to Screen or Lighten.

010. Stamp your round brush anywhere on your image.

011. And there you go! If your color bubbles doesn't turn out good, change to your brush type to Screen or Lighten or find a new colour.

NOTE: For a good effect, don't stamp on too many colour bubbles; it will look messy. Instead, colour-bubble on detailed spaces or off-set corners.

TIP: Sometimes, your color bubbles will turn out a bit too air-brushy, and if that happens, duplicate your color bubble layer twice. Set the first layer to COLOR BURN and set the second one to either LIGHTEN or SCREEN.

Here is how mine turned out when I added all textures, more brushes and all the works:
