Find a png/psd, a picture with no background. I'll be using the lovely Hilary Duff. Open you're picture on photoshop, they're should be no background and a layer one. It should just be background, flatten it (LAYER > FLATTEN IMAGE) If the background is like black or something then remove it (highlight with magic wand and then press delete on you're keyboard) Now the layer with the image you want to outline, right click and go to blending options. On the bottom tick off "Stroke" and click the word "Stroke". Now choose a size, mine will be 5 px. Position, mine is center, you can choose oustide or center. I'm using center. Blend mode, normal, and opacity is 100. Now just choose you're colour that you want the outline to click the colour. Mine will be yellow. Save it as a gif, and don't put it to black and white put it to none. Here's how mine turned out:

When you right click, after you flattened the image, don`t right click the image. Right click the layer the image is on, you know how you have a layer pallette? Or after you removed the background go to EDIT > STROKE, then just change hte colour and the size!! ITs thats pretty much it, sorry for any inconvience!!

Lol, I flattened the image...But when I right-clicked, "Blending Options" wouldn't show. And maybe you could try making tutorials with more images, along with wording, just not only the end product. ^^''
