Pulsing heartbeat effect (comments)

hey i have photoshop elements 5 and cant find the imageready or animation palette plz,reply!!:(

so i save it in gif format but when i go to view it, it won't animate. can someone help me with that?

in step 6, how do i get to the animation fram palette?

on the tool bar, my photoshop doesnt have that button :(
