Alrighty, to make it so that this chick looks like she's wearing heavier eyeliner first make a copy of the layer and set it to soft light.

Ok, now get your burn tool User posted image, and start brushing under the eyelid until you get it to however dark you want it to look.

This may not be the BEST tutorial in the history of the galaxy, but it helps me. :)

a better way to show the effect of eyeliner is just to burn around your eyes with a small brush. play around with the 'range' a little, shadow usually works best. on most pictures.

Ehm... I tried it and it turned out not that good. The instructions are too vaige. May be do more step by step careful instructions. :) Very neat though.-
