I use photoshop cs2 but I guess you can use any version although im not quite sure...
this is VERY easy coz all you do is use filters and hue/sturation.
you will make:
Step one:
open a new document, white background, size 800x600 pixels. Press D to change to default colours.
Step two:
FILTER>>RENDER>>FIBERS
Step three:
FILTER>>BLUR>>SMART BLUR
Use these settings: Radius-100, Threshold-0.1, Quality-High, Mode-Edge Only. Click ok.
Step four:
FILTER>>BRUSH STROKES>>DARK STROKES
Use these settings: Balance-5, black intensity-6, white intensity-2. click ok.
Step five:
FILTER>>NOISE>>REDUCE NOISE
Use these settings: Strength-10, Preserve details-100, Reduce Colour Noise-100, Sharpen-100. Make sure Remove JPEG Artifact is checked too. click ok.
I might be wrong but i don't think this setting is on earlier versions of photoshop,
Step six:
FILTER>>STYLIZE>>WIND
Use these settings: Method-Wind, Direction-From the Right. Click ok.
Step seven:
FILTER>>BRUSH STROKES>>DARK STROKES
Use these settings: Balance-5, Black intensity-6, White intensity-2. Click ok.
Step eight:
FILTER>>DISORT>>TWIRL
Use these settings: Angle-346
Step nine:
FILTER>>STYLIZE>>WIND
Use these settings: Method-Wind, Direction-From the Right. Click ok.
Step ten:
FILTER>>DISORT>>PINCH
Step eleven:
FILTER>>DISORT>>POLAR CORDINATES
Step twelve:
EDIT>>ADJUSTMENTS>>HUE/SATURATION or press CTRL+U
Make sure colourize is checked and mess around a bit until you get a colour you like, but make it a little darker, if you're unsure , miss this step out and do it at the end.
Step thirteen:
FILTER>>DISORT>>DIFFUSE GLOW
Use these settings: Graininess-6, Glow amount-10, Clear amount-15. Click ok.
Step fourteen:
FILTER>>BLUR>>MOTION BLUR
Use these settings: Angle: -90, Distance-6 pixels. Click ok.
Step fifteen:
FILTER>>BRUSH STROKES>>CROSSHATCH
Use these settings: Stroke length-9, Sharpness-6, Strength-1. Click ok.
Step sixteen:
FILTER>>BLUR>>MOTION BLUR
Use these settings: Angle: -90, Distance-6 pixels. Click ok.
Done. Y
