alright, so open your picture.
i'm using Hayley because she's actually perfect for this, because her hair is bright, and it's a good whole face shot.
anyway, use whatever you want.
btw, this tutorial is kinda long, so be prepared!
so i'm gonna start with eye color/makeup.
i'm gonna just use the Polygonal Lasso tool and get both eyes by first outlining one, then while holding shift, and outlining the other, so she looks kinda like she's wearing glasses.
now go to image>adjustments>gradient map and choose anything. i'm using a red one so she's looks all evil and mysterious. i set it to Linear Burn, erase around the edges, the white parts of the eyes and eyebrows.
then i do the same thing with yellow.
and now the hair. flatten your image. make a new layer, set your brush tool to a basic brush around the size of 60px, but it depends on your image.
pick some crazy color! and start brushing it over the hair. make sure you get everything and go over the lines of hair. you'll see why.
she looks fabulous. let's just stop here!
well, i would love to, but i'll keep going.
go to filter>blur>gaussian blur and set it to around 15. set the layer to either Overlay, Soft Light, Hue or Color, depending on the result you want. i'm using Soft Light.
erase edges.
i'm gonna go a little farther and change the colors of different parts of her hair. to do that, just repeat what you just did on different sections.
here's my outcome.
