1. open you photo in photoshop..
2. duplicate your background layer..
3. make a new layer..
4. using the elliptial marquee tool draw the circle around the subjects face or point of your choosing..

{if you only see the square marquee tool right click on the bottom and the elliptical tool will be an option}
5. on the new layer choose the fill bucket and fill inside the circle with pure white.. deselect the circle after it is filled..
select>deselect
6. using the smudge tool, {set to the settings below} smudge the circle.. it doesn't have to be perfect.. !

7. right click on the new layer..
8. go to blending options>blending options: custom
9. set the fill opacity to 0%.. yes.. zero.. !
7. go to pattern overlay {still on the blending options menu}
8. pick a pattern.. its best to have a semi transparent pattern like these

9. still in the pattern overlay setion set the blend mode to soft light..

your done

you can also layer them... just repeat the steps on a different layer!
