Tutorial
Click on thumbnailed images to enlarge

file>new
make it 10x10, set background contents to transparent
make checkerboard

edit>define pattern
name it whatever you want
go to the image you want the border on
double click on the layer preview thing or whatever

layer>layer style>stroke
set to 1px, position to inside, fill type to pattern
select your pattern that you made and click okay
voila

	you can change the colors instead of black with the paint bucket tool with the desired color, but anyways.. LOVEIT. :D
