The site I got this from went down, I don’t recall the address, but I remembered how to do it so I decided to post it for all you to learn how to.
You will learn how to make something like this:
1. Create a new image any size with a black background. I am using 300 x 300.
2. Change the foreground color to white. Click on airbrush and use these settings, then put random lines around the image. You can change the size of the brush to fit the size of the image.
Now you have this…

3. Go to Adjust >> Blur >> Radial Blur and use these settings.
Click ok and now you have this…
4. Go to Effects >> Artistic Effects >> Chrome and use these settings.
Click ok and you get…
5. Go to Adjust >> Blur >> Radial Blur and use the same settings as before.
6. Go to Adjust >> Hue and Saturation >> Colorize and use whatever settings you want.
7. You are mainly done, you can add a couple other effects, but you don’t have to.
