Pretty simple, heres an example of something you could create:

Firstly, open the image you want to work with.
or, if you want to put brushes on it, and create the image you need to open a new file. Make sure the background is black, and the brushes are white, in different opacities.
Now, create a new layout. go to layers >> new >> layer at the top.
On the left hand tool bar, click the picture tube tool.
Click all over your image so that different colour/size circles spread on your page. Try to spread the colours around.
Right click on Raster 1 layer properties, and change blend mode to colour.
You should come out with something like this =]]
