1 First, open your image in Paint Shop Pro X.
2 Then go to ADJUST > SHARPNESS > SHARPEN
3 Then go to LAYERS > NEW RASTER LAYER > OK
4 Use your PAINTBUCKET and floodfill your RASTER LAYER with the color > #0b2157
5 On your LAYERS PALETTE, change NORMAL to LIGHTEN at 50%
6 Creat another NEW RASTER LAYER, but this time, flood fill with the color > #ffff00
7 On your LAYERS PALETTE, change NORMAL to MULTIPLY at 20%
8 You're done :) If it doesn't look satisfactory to you, you can always fiddle around with the percent and the blend mode.
