I think it looks worse if the comment button is the same size, but that's easy to fix.

I love the fact that this is an Elliott Smith layout, and this layout does him respect. It's very peaceful, clean, and well-aligned. Nothing looks out of place, but I disagree with So Effin Major, it doesn't seem vintage to me. The only thing that pulls my trigger is that the submit button is smaller than the comment box, but alas, that's fixed easily.
I love this layout!

I tested it in IE6 and IE7 and it looked fine.
