Well, i am a newb at photoshop and i fiddled around with some stuff....it came out weird.
Result I really don't like it

that is pretty cool
 you should of kept with the fluffy clouds instead of adding the long one across the foreheadshes bald!  lol you should keep on adding to it.. it looks incomplete, maybe colourize her lips and eyes and junk, that would be neat oh well very createive, good job |

you did a render clouds filter then put a picture of a lady over it and changed the blending mode to divide or subtraction or somethin then added some font
