Do you mean making the IP stay the same?

You can only get a static IP if you lease one from your Internet service provider. For most providers, this entails an extra fee and/or a change of status from a residential account to a commercial account.

Couldn't you also just connect through a proxy?

... Proxies aren't used for giving computers static IP's that wouldn't ordinarily get them, so no, your computer would still not have a static IP.

Unless I'm missing something obvious here.

I would think if you connected to the same proxy, you would appear to have the same ip, as long as the proxy retains its ip.

Well, in theory; but it depends on what he wants to do with a static IP.

I was working under the assumption that he wants a static IP for the purposes of serving a webpage or files over the Internet (or a similar reason), in which case, even connecting through a proxy would not do the job (for a few reasons). If he just wishes to always appear to have the same IP, but not necessarily have the same IP, a proxy could do the job (in theory).
