Project Noob: Question 1, Scrolling with the mouse wheel... Options

Ok, I got a ton of questions, but I'll tackle them one by one. I know how one problem can sometimes be the cause of others, so here goes.

Question 1: If you go to my site at : http://www.xanga.com/home.aspx?user=friarblues

you'll notice that you can scroll my blog entry with your mouse wheel even if you are not hovering over the text. The range extends well to the left of the blog box, however it doesn't do the same to the right. How can I fix it so that if you use your mouse wheel to scroll the blog entries that it only does it when you are hovering over the actual blog box and not to the right or left of it?
