scrollbar problems/centering inputs Options

Hey my layout is just the way I want it in FireFox, but in IE I am having a couple problems. First of all, I entered in the code for changing the scrollbar colors, but it doesn't change anything. My only guess is that some other code is conflicting with it, but I have never heard of such a thing.

Also, in IE, the input button's text isn't centered, it's aligned to the left.
