how did this person get the blinking stars in all her bakrounds of the boxes?

ALSO how did she (the same person) get scroll bars in like who id like the meet or movies?
ALSO how did she make the bakround the blue but not in the boxes just around them? thanks!

Probably a background image. Scrollbars... For that, you can use this.

She applied diffrent styles to difffrent sections.
