Whats the difference between

It's all so confusing. I'm trying to add a 2px solid border (#0099CC) with a #000000 background to all of my tables. Whats the code for that?

If you take a look at my myspace, (www.myspace.com/poisoncandygram) you can see how there are borders inside of borders inside of borders, especially when you get to the "my friends" section. I just want one. >:D
