Cursor for Hover:link, Normal Cursor, How do I have 2 different ones? Options

How do I have 2 different cursors so that theres an arrow, but when you hover over a link, it turns into a crosshair?

OK I did this-

..Only problem is, some of my links spaz out when you hover over them- its like they're trying to figure out if they should do the cursor or change color and underline. They should do both!
