links and background Options

How do you get links to get a strike through them when you hover over them?
And how do you get pictures that are links to be blurred and then when you hover over them they are normal or the other way around? and finally how do you get your table background color to be separate from a picture background like this http://www.myspace.com/pinkpowerranger1
