What program is the best?, for editing digital pictures..

Okai i thought that this would go into interests but i could not find the spot for it. So i thought well this has to do with pictures. So that's why i put it here. (But if it's wrong could you move it please?)

Okai well to my story. What program do you people use? OR which do you think is the best? B/c i'm going to go out and buy a program but i dun't know what's better?

What I found works is on photoshop.

If you want the image to be sharper, I just duplicate the image and overlay it.
It works really nice.

And if the picture is too dark, just duplicate the image and screen it.

Photoshop, if you can afford it.
If you can't afford it, but can afford Photoshop Elements, that's probably your next best option.
I'd say The GIMP if you have no other options.

Paintshop Pro if you can't afford Photshop. And The Gimp, if you can't afford Paint Shop Pro.

or, just start with The Gimp, which takes some time to learn, so save time learning photoshop and paint shop pro with the trial versions and jump straight to The Gimp.
