I`m guessing you want a faded text area?Something like

if so use the selection tool

an crop what you want faded an go to Adjust > Hue and Sat.> Hue/sat/lightness

an mess around in the setting`s to your likeings an click ok an it`ll fade it ;]

There's not a set feather tool. When you make a selection with the rectangular/ellipse marquees, then it will have a feather option at the top of the screen. When you have a selection around anything in general, you can go to Select>>Feather, and then say fill it in with a color, and deselect, then that shape will be feathered.

Oh, and there's an easier way of doing the faded text area. Just choose the rectangle tool, or whatever, and set the opacity lower.
